PurLayer Now Generates Strategies Based on Your Microsoft 365 Licence

A Purview strategy built on features you cannot access is not a strategy. It is a wish list. PurLayer now generates governance strategies filtered to your actual Microsoft 365 licensing tier.

Why Licensing Matters in Purview Strategy

Microsoft Purview is not a single product. It is a set of capabilities gated by licensing. What you can implement depends entirely on whether your organisation holds Microsoft 365 E3, E5, Business Premium or Microsoft Purview Suite. The gap between E3 and E5 is significant. Insider Risk Management, Communication Compliance, Advanced Audit, auto-labelling at scale and Exact Data Match are all E5 capabilities. None of them are available at E3.

The problem this creates in strategy planning is straightforward. A governance blueprint that recommends Insider Risk Management policies to an organisation on E3 is immediately undeliverable. Consultants waste time scoping controls that cannot be implemented. Internal teams present strategies that do not survive contact with their licensing reality. The planning work has to start again.

How Licence-Aware Strategy Generation Works

Before generating a strategy, PurLayer now asks a single additional question as part of the simulation flow. After selecting a sector and objective, the user selects their Microsoft 365 licence tier.

Four options are available: Microsoft 365 E3, Microsoft 365 E5, Microsoft 365 Business Premium and Microsoft Purview Suite, the replacement for the E5 Compliance Add-on for new customers from September 2025.

A Copilot for Microsoft 365 toggle sits alongside the licence selector. When enabled, the strategy includes a dedicated Copilot workload section with controls filtered to match the selected licence tier. When disabled, the Copilot workload section is absent entirely.

The generated strategy then reflects only what is available at the selected tier. No E5 controls in an E3 strategy. No Copilot governance recommendations without a Copilot licence. Every control, action and SIT recommendation is immediately actionable within the organisation's actual licensing environment.

What Changes in the Strategy Output

The difference between an E3 and an E5 strategy is substantive across every section.

Strategic actions are tagged with a licence badge showing whether each recommendation requires E3, E5 or Purview Suite, Copilot, or both E5 and Copilot. The badge makes licensing requirements visible at a glance without needing to cross-reference Microsoft documentation separately.

Coverage scores, risk reduction percentages and compliance readiness scores all reflect the maximum achievable at the selected tier. An E3 Healthcare strategy will show a lower coverage ceiling than an E5 strategy because the E3 ceiling is genuinely lower. Showing an E3 organisation a 90% coverage score built on E5 capabilities is not useful. Showing them an honest 55% ceiling with a clear path to improvement is.

The baseline versus enhanced comparison table updates to reflect the selected tier. E3 strategies compare E3 Baseline against E3 Enhanced. E5 strategies compare E5 Baseline against E5 Enhanced. The comparison is meaningful because both columns reflect what is genuinely available at that licensing level.

The Upgrade Insight Panel

E3 and Business Premium strategies include an upgrade insight panel at the end of the generated output. This panel shows exactly what upgrading to E5 or Microsoft Purview Suite would unlock for the selected sector, with specific benefit statements for each additional capability.

For a Healthcare strategy this means seeing how Insider Risk Management would detect unusual access to patient records, how Advanced Audit would extend log retention from 90 to 365 days to satisfy NHS DSPT requirements and how Exact Data Match would identify NHS numbers with precision across all workloads.

For a Finance strategy it means understanding how Communication Compliance would monitor regulated communications for UK MAR obligations and how auto-labelling at scale would classify financial records to satisfy FCA SYSC requirements without manual intervention.

The panel is not a generic upsell. It is sector-specific and tied directly to the regulatory obligations that matter to the organisation generating the strategy.

Availability Across PurLayer Plans

Microsoft 365 E3 licence strategies are available on the PurLayer Free plan for Healthcare and Protect Intellectual Property. This gives organisations on E3 a complete, actionable governance strategy at no cost.

Microsoft 365 Business Premium, E5, Microsoft Purview Suite and Copilot for Microsoft 365 licence strategies require PurLayer Professional. Professional also unlocks all six sectors and all strategic objectives.

The reasoning is straightforward. E3 represents the most common licensing scenario for organisations beginning their Purview journey. Providing a high-quality E3 strategy free of charge allows consultants and internal teams to demonstrate value before any licensing or platform investment. Organisations on E5 or Purview Suite typically have larger governance requirements and benefit from Professional features like watermark-free PDF exports, higher simulation limits and full sector coverage.

What This Means for Consultants and Architects

For Purview consultants the licence-aware simulation removes a common source of friction in client engagements. Generating an E3 strategy for an E3 client produces a document that reflects their environment. Generating an E5 strategy alongside it and showing the upgrade insight panel creates a clear and evidence-based conversation about what E5 investment would deliver in governance terms.

For architects the licence selector surfaces the real boundaries of what can be built before any tenant configuration begins. Scoping a deployment against the correct licensing tier from the start means the strategy and the implementation stay aligned throughout the project.
